The pace bowler has secured over 300 dismissals in 71 appearances with an impressive average.
The Australian selection chief Bailey has declared that pace spearhead Cummins will play a "major part" in this winter's Ashes series.
There were concerns that the veteran bowler might miss the series due to a persistent back stress problem that was still troubling him.
Previous updates from the squad suggested no final decision had been made regarding whether he would play, with the five-Test series set to start on November 21 in Perth.
Bailey expressed that the captain is progressing and felt positive about his chances of participating.
"It's clear that time is getting short and there are permutations involved, aside from the back issue, but other factors as well," the selector added.
"The outlook is good. [We are] really confident that he'll participate in a significant role. Hopefully from the opening match. Otherwise, we'll adjust."
Past Concerns
Cummins was ruled out the white-ball matches against both Asian and Trans-Tasman rivals in the previous weeks after medical tests showed a lower back issue.
Previous incidents include of recurring issues, with setbacks in 2012-13, 2013-14 and 2015-16 leading to absences from several home seasons in a limited period.
Cummins stated he would be ""aggressive" and "take risks" in his recovery plan to make the squad for the contest.
He mentioned that there was no confirmation if Cummins had begun bowling as part of his recovery but acknowledged it was "getting tight" for him to be fit for the opener.
Alternative Arrangements
In case of absence, former captain Steve Smith will lead the side.
All-rounder Cameron Green was excluded lately from the ODI lineup for their one-day international series against India as a precautionary measure because of discomfort in his torso.
The selector characterized it as a "slight concern and confirmed that Green will play in the Sheffield Shield, so will be "well-prepared to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to be available for the initial game as an dual-role player," he elaborated.
"His involvement was limited to the starting games regardless. How he handles the cricket bat in white-ball cricket, should it hinder progress for another day, the choice was made to approach this more conservatively."
